Max stat cap 99

I don't know what the current cap is but it should be changed to 99 since our max level cap is 99.

I'll add that in info, the max stat cap is 450-500 (Depending on things such as 3rd trans or regular 3rd, or babies, ect.)
The reason is that lvl 100 is not that 'Cap' it is the 'block' The max level will be increasing sooner or later it's just a temp level until i finish some stuff that will involve higher levels.

Do you still play? It seems just about everyone has quit and im beginning to lose hope for the server. I have no reason to continue hard work at coding all of this stuff if no one will use it...
